Yes. That's what my son has turned to!
The other day I changed his diaper, and left him on our double bed just until I washed my hands. The tissues plastic bag was -supposedly- out of his reach. When I returned, the tissues bag was beside him, and he was trying to stuff some five or six tissues that he pulled in his mouth. He was surrounded with tissues.
I wish I could take his picture at that time, but my laugh startled him so he threw them away :-D
